  • 10% of the base rate for 3 years
  • Up to 4 points on a suspension calculation
  • 6 hours online, finish within 30 days

Clinton County’s main road is I-87, the Northway, ending at the Canadian border crossings near Champlain and Rouses Point. Plattsburgh is the city where most local driving happens. A course completion is reported to the New York DMV. It does not change a Canadian license, a border crossing, or a toll.

How it works

  1. 1 Enroll at checkout The button opens American Safety Institute’s checkout. This site does not change that address.
  2. 2 Finish the 6-hour course DMV says the internet course includes 320 minutes of instruction and must be finished within 30 days.
  3. 3 Certificate, then your insurer The sponsor tells DMV. You give the paper certificate to your insurer. Points stay on your record.

Statewide rule, short version: a 10% reduction for three years in the base rate of your current automobile liability, no-fault, and collision premiums, if you are the principal operator. Up to 4 points come off DMV’s suspension math, not off the record. The full limits are on the 6-hour course page.

Roads that matter here

  • I-87. The Northway runs the length of the county to the border. Tickets on it are New York convictions.
  • US 9. The older road through Plattsburgh, parallel to the Northway. It is not a separate insurance zone.
  • Route 11 and Route 22. These routes serve the border towns. Crossing into Quebec does not make this course a Quebec course.

DMV office

The internet course does not require a trip to a DMV office. If you need an office for a permit, a license, or a driving record, search the NY DMV office finder for Clinton County. Hours and which transactions an office handles change, so use that live list instead of a copied address.

What stays the same

SUNY Plattsburgh adds student drivers to a Northway county. The online pre-licensing course is a different product, for people 18 or older with a photo learner permit. It does not provide the 10% insurance reduction. The 6-hour course is the one that does.

If you are 18 or older and still need a first New York license, that is the 5-hour pre-licensing course, not this one.
