Chemung County is Elmira, Horseheads, and Big Flats, with I-86 as the through road and Corning just west in Steuben County. Many households drive both counties in one day. The garaging address still does not replace the principal-operator rule, and a ticket in Horseheads is not scored differently from a ticket in Elmira.

How it works

  2. 2 Finish the 6-hour course DMV says the internet course includes 320 minutes of instruction and must be finished within 30 days.
  3. 3 Certificate, then your insurer The sponsor tells DMV. You give the paper certificate to your insurer. Points stay on your record.

Roads that matter here

  • I-86. It passes Horseheads and Elmira and continues toward Corning. Expressway tickets stay on the abstract.
  • Route 14. A north–south route through Elmira toward the Pennsylvania line. Crossing that line does not make this a Pennsylvania course.
  • Route 17C and Church Street. Surface roads in Elmira carry the local errands. They use the same point schedule as the expressway.

The internet course does not require a trip to a DMV office. If you need an office for a permit, a license, or a driving record, search the NY DMV office finder for Chemung County. Hours and which transactions an office handles change, so use that live list instead of a copied address.

What stays the same

Elmira College and the shopping strips along I-86 create short local trips. Those trips still count on a 24-month, 11-point suspension scale. The course does not dismiss the ticket.

No. DMV describes a 10% reduction in the base rate for three years, for the principal operator. City and county government do not add a second percentage.
