  • 10% of the base rate for 3 years
  • Up to 4 points on a suspension calculation
  • 6 hours online, finish within 30 days

Elmira is the Chemung County city on the river, with I-86 to the north and a downtown street grid south of it. Horseheads and Big Flats are the suburban exits. The county page covers those towns and the drive toward Corning. This page is the city.

How it works

  1. 1 Enroll at checkout The button opens American Safety Institute’s checkout. This site does not change that address.
  2. 2 Finish the 6-hour course DMV says the internet course includes 320 minutes of instruction and must be finished within 30 days.
  3. 3 Certificate, then your insurer The sponsor tells DMV. You give the paper certificate to your insurer. Points stay on your record.

Statewide rule, short version: a 10% reduction for three years in the base rate of your current automobile liability, no-fault, and collision premiums, if you are the principal operator. Up to 4 points come off DMV’s suspension math, not off the record. The full limits are on the 6-hour course page.

Roads that matter here

  • Route 14. It runs through the city toward Pennsylvania and toward Watkins Glen.
  • Church Street. A main city street. Convictions stay on the record.

DMV office

The internet course does not require a trip to a DMV office. If you need an office for a permit, a license, or a driving record, search the NY DMV office finder for Elmira. Hours and which transactions an office handles change, so use that live list instead of a copied address.

What stays the same

A ticket on the expressway and a ticket on a city arterial add together. The course will not remove either one from the record an insurer reads. It can change the total DMV uses if you are facing a points suspension.

If you are 18 or older and still need a first New York license, that is the 5-hour pre-licensing course, not this one.
